how to calculate average of pixels in different resolution devices?

a widget of 45 pixels width and float values from 0.0 to 3.0 , to move the arrow 1 pixel to the right on 0.1 so that it looks on the start of the widget and at 3.0 the arrow should be at the end of the widget. the widget is meter.
